A WebToolkit extension package providing tools for file-less WebToolkit configuration.

This is power-user functionality which supercedes the usual WebToolkit configuration. When the WebToolkit is configured this way it is not possible to reset a running server through the normal methods which rely on the external INI configuration files. If you attempt to run the ClearAndReconfigure or the ClearReloadAndReconfigure behavior on a server initially configured in this manner, it is likely you will cause a configuration error in a production environment.
