RB Use Actual Packages In Change Objects

This package changes two of the RB Change objects so that they refer to packages directly rather than indirectly. After having talked to John Brant about this at CST2004Oregon, we noted that the original intent was that changes would refer to packages indirectly via there name. However, after looking at it for a while we concluded that A) it makes some things difficult B) it wasn't being uniformly applied and C) the need to refer indirectly was probably no longer there.

This package then patches those Change objects that refer to packages indirectly, so that they are direct, like the other Change objects.
